The Institute of Public Health & Hygiene (IPH&H) is committed to maintaining a safe, inclusive, disciplined, and academically productive environment. All students are required to follow the policies stated below, together with applicable University, statutory, regulatory, and institutional rules.

These policies apply to classrooms, laboratories, libraries, clinical and field-training locations, internships, institutional transport, official events, online platforms, and all other activities conducted under the name of IPH&H.

1. Attendance Policy

Regular attendance is an essential part of academic learning and professional development.

General Rules

  • Students must attend all scheduled theory, practical, laboratory, computer, PSDA, clinical, tutorial, and field-training sessions.
  • Students must maintain the minimum attendance prescribed by the affiliating University, regulatory authority, and IPH&H.
  • Attendance requirements may be calculated separately for theory, practical, clinical, and other academic components.
  • Students must arrive before the commencement of the class and remain present for its complete duration.
  • Late arrival, early departure, or absence from part of a class may be recorded as absence.
  • Attendance will be recorded only through the approved institutional system or register.
  • Proxy attendance, impersonation, or tampering with attendance records is strictly prohibited.
  • Students must regularly review their attendance and report any genuine discrepancy promptly.
  • Medical certificates or leave applications do not automatically entitle a student to attendance.
  • Students falling short of the prescribed attendance may be debarred from internal assessments, practical examinations, University examinations, or other academic activities, subject to applicable rules.

Note: Attendance relaxation or condonation, wherever permissible, shall be considered only by the competent authority and will not be claimed as a matter of right.

2. Examination Policy

Students must maintain honesty, discipline, and confidentiality throughout every examination and assessment.

Before the Examination

  • Verify the examination date, time, reporting time, venue, and seating arrangement.
  • Carry the valid institutional identity card and admit card, wherever applicable.
  • Reach the examination venue within the prescribed reporting time.
  • Carry only authorised stationery and permitted materials.
  • Follow all instructions issued by the Examination Cell.

During the Examination

  • Maintain complete silence and follow the invigilator’s directions.
  • Occupy only the allotted seat.
  • Do not possess or use unauthorised notes, books, electronic devices, smart watches, communication equipment, or prohibited material.
  • Do not communicate with, assist, or receive assistance from another candidate.
  • Do not remove answer books, question papers, or confidential examination material without permission.
  • Submit all answer books and supplementary sheets before leaving.

Unfair Means

Cheating, impersonation, plagiarism, possession or use of unauthorised material, tampering with records, and any attempt to gain an unfair advantage may result in cancellation of the examination and further disciplinary action under applicable rules.

3. Anti-Ragging Policy

IPH&H maintains zero tolerance towards ragging in any form. Ragging includes any physical, verbal, psychological, sexual, financial, or online act that causes fear, humiliation, embarrassment, intimidation, discomfort, or harm to another student.

Prohibited Conduct

  • Teasing, insulting, threatening, or humiliating another student.
  • Forcing a student to perform an act against their will.
  • Physical assault, wrongful restraint, or confinement.
  • Demanding money, food, gifts, services, or personal work.
  • Using abusive, obscene, discriminatory, or sexually coloured language.
  • Recording or circulating humiliating photographs, audio, or video.
  • Online harassment, cyberbullying, or threatening messages.
  • Encouraging, assisting, concealing, or failing to report ragging.

Reporting & Consequences

Any student experiencing or witnessing ragging should immediately contact the Anti-Ragging Committee, Anti-Ragging Squad, Student Grievance Officer, Principal, or any faculty member.

Complaints will be handled promptly and confidentially. Retaliation against a complainant, witness, or assisting person is prohibited. Ragging may lead to suspension, cancellation of admission, expulsion, withholding of results, withdrawal of institutional privileges, and reporting to the police or other competent authority.

4. Anti-Discrimination Policy

IPH&H is committed to equality, dignity, and fair treatment for every member of its community. Discrimination or harassment based on religion, race, caste, ethnicity, community, language, region, sex, gender, gender identity, sexual orientation, disability, age, health condition, socioeconomic background, or any other protected characteristic is prohibited.

Institutional Commitment

  • Equal access to academic and institutional opportunities.
  • Respectful treatment in classrooms, laboratories, and clinical settings.
  • Reasonable support for students with disabilities, subject to applicable provisions.
  • Fair evaluation and decision-making.
  • Confidential and impartial consideration of complaints.
  • Protection against retaliation.

Students may report discrimination to the notified committee, Student Grievance Officer, Principal, or other competent authority. Appropriate interim protection and corrective or disciplinary action may be taken after due process.

5. Discipline and Code of Conduct

Students must behave responsibly and protect the dignity, safety, and reputation of the institution.

Students Must:

  • Treat faculty, staff, patients, visitors, and fellow students respectfully.
  • Follow lawful instructions issued by authorised institutional officers.
  • Maintain punctuality, cleanliness, and classroom discipline.
  • Protect institutional property, equipment, and records.
  • Use respectful language in verbal, written, and electronic communication.
  • Obtain prior approval before organising meetings, events, campaigns, or collections on campus.
  • Follow safety and professional-conduct requirements during clinical, laboratory, field, and internship activities.

Prohibited Conduct:

  • Violence, threats, bullying, intimidation, or abusive behaviour.
  • Possession or use of weapons, intoxicants, or prohibited substances.
  • Theft, fraud, forgery, impersonation, or falsification of documents.
  • Damage to institutional or personal property.
  • Disruption of classes, examinations, or official activities.
  • Unauthorised entry into restricted areas.
  • Unauthorised recording of classes, meetings, patients, or individuals.
  • Gambling, indecent behaviour, or conduct prejudicial to institutional discipline.

Violations may result in warning, restitution, suspension, withdrawal of facilities, removal from an activity, expulsion, or referral to the competent authority.

6. Prevention of Sexual Harassment

IPH&H is committed to providing an environment free from sexual harassment, gender-based intimidation, and retaliation.

Sexual harassment may include unwelcome physical contact, sexual advances, requests for sexual favours, sexually coloured remarks, inappropriate messages, display or circulation of sexual content, stalking, voyeurism, intrusive questions, offensive gestures, or any other unwelcome conduct of a sexual nature.

Jurisdiction & Scope

The policy applies to conduct occurring:

  • On campus or in institutional transport.
  • During classes, laboratories, clinical postings, and field visits.
  • At internships, placements, conferences, and official events.
  • Through telephone calls, email, messaging platforms, or social media.
  • At any location connected with institutional activity.

Complaints & Procedures

  • Complaints may be submitted to the Internal Committee or other notified competent authority.
  • Complaints will be handled sensitively, confidentially, and in accordance with applicable law and institutional procedure.
  • Retaliation, victimisation, intimidation, or pressure against a complainant, respondent, witness, or committee member is prohibited.
  • Knowingly false or malicious complaints may invite action; however, inability to prove a complaint does not by itself make it false.

7. Student Grievance Redressal

IPH&H provides a structured mechanism for addressing academic, administrative, and student-welfare grievances.

Matters That May Be Reported

  • Attendance or timetable concerns
  • Academic delivery and evaluation issues
  • Fees, records, and administrative services
  • Classroom, laboratory, library, or infrastructure concerns
  • Internship and placement-related issues
  • Discrimination, harassment, or unfair treatment
  • Student welfare, accessibility, or safety concerns
  • Delay or failure in providing an institutional service

Redressal Procedure

  1. Submission: Submit the grievance through the prescribed form, official email, or designated office.
  2. Details: Provide the student’s details, relevant dates, facts, and supporting documents.
  3. Tracking: A unique grievance number will be assigned for tracking.
  4. Referral: The matter will be referred to the appropriate officer or committee.
  5. Resolution: The student will be informed of the decision or progress within the prescribed period.
  6. Appeal: An appeal may be submitted to the designated appellate authority where permitted.

Urgent Matters: Concerns involving safety, ragging, sexual harassment, violence, self-harm, or medical risk must be reported immediately. Complaints will be handled impartially and with appropriate confidentiality. No student will be penalised for submitting a genuine grievance in good faith.

8. Library Rules

The library is a shared academic resource and must be used responsibly.

  • Students must carry their valid identity or library card.
  • Silence and academic decorum must be maintained.
  • Books and other resources must be issued before removal.
  • Borrowed material must be returned or renewed within the prescribed period.
  • Students are responsible for material issued in their name.
  • Reference books, journals, and restricted materials may be used only as permitted.
  • Writing, highlighting, tearing pages, or damaging library material is prohibited.
  • Lost or damaged material must be replaced or paid for according to institutional rules.
  • Mobile phones must remain on silent mode.
  • Food, beverages, and disruptive activities are not permitted.
  • Library computers and digital resources must be used only for legitimate academic purposes.
  • Copyright, database-licence, and fair-use conditions must be respected.

Library privileges may be suspended for misuse, non-return of materials, or repeated violation of rules.

9. Laboratory Rules

Laboratory safety and responsible equipment use are mandatory.

Students Must:

  • Enter the laboratory only during an authorised session.
  • Wear the prescribed uniform, laboratory coat, and personal protective equipment.
  • Follow the instructions of the faculty member or laboratory in-charge.
  • Read the procedure and safety precautions before beginning.
  • Handle instruments, specimens, chemicals, and equipment carefully.
  • Maintain practical records, logbooks, and competency sheets.
  • Keep work areas clean and dispose of waste in designated containers.
  • Report spills, injuries, breakages, malfunctioning equipment, or unsafe conditions immediately.
  • Wash or sanitise hands as required before leaving.

Strictly Prohibited:

  • Conducting unsupervised experiments or procedures.
  • Eating, drinking, smoking, or applying cosmetics.
  • Misusing equipment or removing materials without permission.
  • Handling patients, specimens, or hazardous materials beyond the approved student scope.
  • Taking photographs or recordings without authorisation.
  • Concealing an accident, breakage, or exposure.

The institution may recover the cost of damage caused by negligence or deliberate misuse. Serious safety violations may lead to suspension from laboratory activities and disciplinary action.

10. IT and Internet Usage Policy

Institutional IT facilities are provided for authorised academic and administrative purposes.

Acceptable Use

  • Accessing educational material and approved digital resources.
  • Using institutional portals, email, and learning platforms.
  • Completing assignments, research, and authorised communication.
  • Using licensed software according to permitted conditions.

Prohibited Use

  • Sharing passwords or allowing another person to use an account.
  • Attempting to bypass security controls or gain unauthorised access.
  • Downloading or distributing unlawful, offensive, or pirated content.
  • Installing unauthorised software.
  • Introducing malware or interfering with institutional systems.
  • Cyberbullying, impersonation, fraud, or harassment.
  • Accessing, altering, or disclosing another person’s data.
  • Using institutional resources for unauthorised commercial or political activity.
  • Excessive non-academic use that affects network performance.

Users must protect passwords, log out after use, and report suspected security incidents immediately. Internet and system usage may be monitored in accordance with applicable law and institutional policy.

11. Social Media Policy

Students are expected to use social media responsibly and respectfully.

  • Do not create an account, page, or group that falsely represents IPH&H.
  • Do not use the institutional name, logo, photographs, or branding without permission.
  • Do not post confidential academic, administrative, examination, patient, or personal information.
  • Do not publish abusive, defamatory, discriminatory, threatening, or obscene content.
  • Do not record or post classroom, laboratory, clinical, or institutional activities without authorisation.
  • Do not identify or publish images of patients, visitors, faculty, staff, or students without lawful consent and institutional approval.
  • Do not circulate rumours, manipulated content, or unverified institutional notices.
  • Personal opinions must not be presented as official institutional statements.

Students remain personally responsible for material they create, post, forward, or endorse. Online misconduct connected with the institution may result in disciplinary or legal action.

12. Dress Code

Students must maintain a neat, professional, and programme-appropriate appearance.

  • Wear the prescribed uniform on designated days and during practical, clinical, or field activities.
  • Display the institutional identity card while on campus or official duty.
  • Wear clean, safe, and appropriate footwear.
  • Keep hair, nails, and personal accessories consistent with hygiene and safety requirements.
  • Wear the prescribed laboratory coat, apron, scrubs, or protective equipment where required.
  • Avoid clothing or accessories carrying offensive, discriminatory, or inappropriate content.
  • Jewellery, loose clothing, and other items that create laboratory or clinical hazards must be removed.

Programme-specific dress, grooming, and infection-control requirements will apply during laboratory, hospital, clinical, and internship activities.

13. Leave and Official Duty (OD) Policy

Students should apply for leave only when genuinely necessary.

Leave

  • Leave applications must be submitted through the prescribed process.
  • Planned leave should be requested in advance.
  • Emergency absence should be reported as soon as reasonably possible.
  • Medical leave must be supported by appropriate documents when required.
  • Submission of a leave application does not mean that leave has been approved.
  • Approved leave does not automatically provide attendance credit.
  • Students remain responsible for missed lessons, assignments, practical work, and assessments.

Official Duty (OD)

Official Duty (OD) may be considered for authorised academic, sports, cultural, institutional, or representative activities.

  • Prior written approval must be obtained.
  • Participation and attendance evidence must be submitted.
  • OD will be recorded only by the competent authority.
  • Misrepresentation or false documentation may invite disciplinary action.

14. Identity Card Policy

The institutional identity card is an official document and must be protected.

  • Students must carry and visibly display the valid identity card on campus.
  • The card must be produced when requested by authorised personnel.
  • It must not be altered, damaged, transferred, or lent to another person.
  • Impersonation or misuse of another student’s card is prohibited.
  • Loss of the card must be reported immediately.
  • A duplicate card may be issued after verification and payment of the prescribed charge.
  • Students may be denied entry to restricted facilities, examinations, or official activities without valid identification.
  • The identity card must be surrendered when required upon completion, withdrawal, suspension, or termination of enrolment.

15. Campus Safety Policy

Safety is a shared responsibility of every student, employee, and visitor.

General Safety Guidelines

  • Follow emergency, fire, laboratory, clinical, and security instructions.
  • Use only authorised entry and exit points.
  • Report hazards, suspicious activity, accidents, illness, or damaged safety equipment.
  • Keep corridors, stairways, exits, and emergency access routes clear.
  • Use lifts, electrical equipment, transport, and institutional facilities responsibly.
  • Cooperate during emergency drills and evacuations.
  • Follow infection-prevention and public-health instructions.
  • Obtain permission before entering laboratories, stores, rooftops, plant rooms, or other restricted areas.

In an Emergency:

  1. Remain calm and move away from immediate danger.
  2. Inform Security, the concerned faculty member, or the institutional office.
  3. Use the nearest safe exit and proceed to the designated assembly point.
  4. Do not use lifts during a fire or evacuation unless specifically instructed.
  5. Do not spread unverified information or obstruct emergency personnel.

Possession of weapons, explosives, inflammable substances, intoxicants, or other prohibited items is strictly forbidden. Deliberate interference with alarms, CCTV, fire extinguishers, or safety equipment will invite serious disciplinary action.
